Three São Paulo Military Police (PM) have been indicted on murder charges for killing four teens last year after a Civil Police investigation. The victims, aged 15 to 17, and a fifth adult woman were in a stolen car followed by the PMs of the 23rd Battalion on the night of October 6 2018.
The PMs claimed they were responding to being fired upon while approaching the car in Areião Favela, Jaguaré, Zona Oeste.
Local Residents Dispute Initial Story
The PMs initially claimed the four teens came out of the vehicle firing. This version of events has been challenged by a video recorded by residents and a leaked document containing ten witness testimonies contradicting the initial version. The sole survivor claimed the four teens were unarmed and lying down when shots were fired. A father of one of the victims alleges the four were executed.
The PMs then reportedly used stun grenades to subdue angry local residents protesting at the action.
A November 2018 São Paulo Police Ombudsman report stated the deaths could have been avoided and there was strong evidence that there had been no initial confrontation between the PMs and the teens.
The Ombudsman is waiting for the conclusion of a Military Police Inquiry by the PM Corregedoria. The São Paulo Secretariat of Public Security has reported that the PMs involved were reassigned to other operational functions during the investigations.
